Also in California, as in 18 other states, a new law passed that reduced property taxes so much that city services and jobs were lost. Prop. 13, as the law was called that passed in 1978, sparked massive organizing in San Francisco. People declared "Servicios son derechos humanos" (Services are a human right) and "Salvamos Nuestros Servicios y Empleos" (Let's save our services and jobs) and protested at meetings of the Board of Supervisors. The Grass Roots Alliance put a measure on the ballot to compensate for the cuts by taxing the big corporations. It almost passed.
